To honor the men and women dedicated to the placement of their lives in harm's way and those working tirelessly to dispatch personnel during such critical incidents in order for the citizens of Lynchburg to be safe, recognizing this dedication as a noble and ultimate act of citizenship; to present an outstanding communications specialist, fire fighter, and law enforcement officer with a special award for their commitment to our community and the hard work done in serving and protecting the citizens of Lynchburg.
